You probably have an underlying clay problem. Alberta is covered in a thick clay layer.  Depending on where you live, the depth of clay varies.  Many landscape companies lay a thin layer of loam (soil) followed by sod.  The clay acts like concrete when it gets wet, preventing roots from growing deep enough for grass, shrubs and trees to properly grow.  Often you will see trees that have little to no growth for years.  Grass, especially in high traffic areas, will remain compacted despite your best efforts.
